A car pulls out before me i swerved right he stopped completely as soon as he saw me

I didn't hit him in the spine. I was driving along and passed a dump truck going the opposite way as soon as the dump truck passed a truck pulled out from my right hand side from a convenience store to turn left, This was 10 feet prior to me doing 50km/h. My tires locked up and i swerved right and that's when he stopped dead in his tracks. His front bumper was almost pressing the yellow line when he stopped. All i seen would have been a truck and said oh no.
