you cant really tar any specific area of your body but lowering your overall body weight will help. for arms i recommend push ups (even if youre not trying to bulk up), for thighs i recommend pilates (leg lifts and stretching) and running. and as you loose weight it will naturally come off your face as well ) i hope this helps!.
